Trusted partner in the Dutch water sector

Cases / Infra

As the Dutch water sector accelerates its digital transformation, ICT Group is cementing its role as a strategic partner for water authorities across the Netherlands. Two landmark contracts — with Water Authority Vechtstromen and Hoogheemraadschap van Delfland — underscore the trust that water authorities place in ICT Group's expertise in process automation, system integration, and long-term managed services.

Water Authority Vechtstromen: Supporting a Major Renovation Programme

Water Authority Vechtstromen has selected ICT Group as one of three system integrators in a multi-year framework agreement for process automation (PA) services. The initial term of the agreement is four years, with an option to extend for a further four years.

Water Authority Vechtstromen faces a significant replacement and renovation challenge in the years ahead. The water authority manages a portfolio of wastewater treatment plants that require large-scale modernisation of their electrical and process automation systems — the critical backbone of process control, monitoring, and information management. This operation will unfold over approximately seven years.

During this transition, ICT Group's role is twofold: maintaining the continuity of existing process automation systems while simultaneously supporting the migration towards a future-proof digital infrastructure. By safeguarding the reliability of today's installations while helping to design tomorrow's, ICT Group ensures that Water Authority Vechtstromen can modernise without interruption to its core water treatment operations.

Guido van Dinther, Business Unit Manager Water, Infra & Energy, ICT Group

“As the Dutch water sector navigates the dual pressures of climate change and ageing infrastructure, ICT Group's growing portfolio of long-term partnerships demonstrates the company's ability to deliver both technical excellence and strategic reliability. With Water Authority Vechtstromen and Hoogheemraadschap Delfland joining an expanding roster of water authority clients, ICT Group is well positioned to support the sector's digital transition for years to come.”

Hoogheemraadschap Delfland: Fifteen Years of Partnership, Extended into the Future

ICT Group has secured a long-term contract with Hoogheemraadschap van Delfland for the development and maintenance of a new Water Management System (WMS). This contract builds on a successful partnership spanning approximately 15 years, during which ICT Group built and maintained the current surface water management solution.

The process automation at the heart of Delfland's water management system remotely controls and monitors critical water infrastructure objects — including pumping stations and weirs — keeping water levels in the polders at the required levels. The new WMS will offer expanded functionality aligned with current and future operational requirements, including broader integrated control of both existing and new water objects.

The scope of the contract is extensive. ICT Group is responsible for the development and implementation of the new system, followed by nine years of managed maintenance and support. The objectives include further standardisation of process automation systems, reducing the total number of platforms and improving manageability; implementation of a new operating strategy; addressing new functional requirements that have emerged since the current system was introduced around 15 years ago; and the further implementation of cybersecurity measures (CSIR) to ensure compliance with current legislation and regulations.

ICT Group's added value in the Digital Transformation of the water sector

ICT Group delivers more than technology alone in the water sector, acting as a long-term strategic partner to its clients. Combining deep domain expertise with strong IT/OT integration and a focus on managed services, we support the water sector in building future-proof and scalable solutions. Cybersecurity, compliance and the use of open standards are integral to this approach, ensuring secure, flexible and sustainable digital infrastructures.
